| 摘 要： | 改革开放以来，我国居民收入水平不断增长，生活质量不断提高，同时个人收入差距也在不断变化，逐步出现了一种全面的、多层次的扩大态势，从而使我国成为世界上40个收入差距超过国际警戒线水平的国家和地区之一。这种情况既不利于经济发展，又不利于社会进步。对此必须采取以下对策：进一步改革个人所得税并加强征收管理，开征财富转让税，用税收手段调节高收入群体的过高收入；切实保障低收入阶层的基本生活，防止贫困问题加剧；从根本上解决农民的低收入问题；鼓励守法致富，严惩经济犯罪，避免不义之财扩大贫富差距。
