基于TOPSIS的高职院校中层干部考核评价的研究

摘    要:考核评价是选拔和任用干部的重要依据,评价方法则是完善干部考核评价机制的重要内容。构建适用于高职院校中层干部考核评价的三级指标体系时,有必要加入并强化干部民主作风的内容。运用具有明确几何意义的TOPSIS方法综合考核中层干部,既可对特定组的测评对象进行排序,亦可对不同组的测评对象进行比较;考核结果既可分别反映干部在德、能、勤、绩、廉各方面的表现,也可经过综合反映干部的总体工作情况和人们对其的满意程度。

An Analysis of Performance Assessment and Evaluation to the Mid-level Cadres in Vocational Colleges Based on the TOPSIS
Abstract:Performance assessment and evaluation is a critical basis in the cadre selection and appointment, and the evaluation method is an important content of optimizing the process of the evaluation of cadres. When establishing the three-level index organism that fits mid-level cadre evaluation, it is essential to add on and reinforce the democracy. By using the TOPSIS method which possesses specific geometrical meanings to evaluate mid-level cadres comprehensively, it can not only help to sort specific group of evaluation objects, but also compare evaluation objects from various groups. The results of valuation can respectively reflect cadres' performance on morality, capability, diligence, achievement and integrity as well as comprehensively mirror the cadres' overall work performance and public satisfaction with cadres.
