| 摘 要： | 农村贫困问题是我们党和政府一直关注的一个重要的民生问题，而解决农村贫困群体基本生活的根本途径在于发展农村经济、增加农民收入，同时，也离不开最低生活保障制度提供的最后保障。建立农村最低生活保障制度，是楚雄农村适应市场经济发展的客观要求，也是农村经济发展的必然趁势；可以缓和改革开放中的社会矛盾，保证楚雄农村社会稳定和长治久安；是缩小楚雄农村收入差距，消除两极分化，实现社会主义本质的有效途径；是对传统农村社会救济体系进行制度创新的需要，也是楚雄州尽快建立健全农村社会保障体系的关键。

| Abstract: | Our party and government always pay close attention to rural poverty.Building rural lowest life guarantee system is the main demand to achieve harmonious society,also is the need to stimulate rural economics development.In this paper,the author puts forward some effective suggestions for rural minimum living standard security and harmonious Chuxiong Yi Autonomous Prefecture Construction. |
