| 摘 要： | 在“非典”后时代,一系列突发事件的发生,政府的诚信越发受到质疑,这一方面加快了政府的诚信建设,另一方面,开启了公民对行政知情权的政治诉求。而行政知情权作为一种公法上的权利需求,与政府诚信行政是有内在关联的。因此,诚信政府的构建要求对行政知情权进行立法,并成为公民的基本权利之一。

| Abstract: | After the SARS crisis, a series of sudden events have initiated questions of the government honesty. On the one hand they speed up government's honest construction; on the other hand, they have opened the citizens' access to administrative information. The access to administrative information as a right demand has intrinsic connection with honest administration. The construction of honest government requests the legislation of citizens' access to administrative information and that it becomes one of citizen's basic rights. |
