| 摘 要： | 国家级实验室和研究基地是一个国家科技创新体系的重要物质基础和技术基础。欧洲发达国家把发展建设一流国家级实验室和研究基地作为增强国家科技竞争力的重要战略手段,同时不断调整完善与国家级实验室和研究基地相适应的管理体制和运行机制,以适应日益增长的需求和不断变化的形势。本文对欧洲英、德、法三国的国家级实验室和研究基地体制机制进行探讨,剖析与归纳其共性经验,为推进我国国家实验室发展建设提供借鉴经验。 |

| Abstract: | It is common for western developed countries to constitute their own national laboratories and research institutions system which is the essential foundation for the national science and technology development.In order to enhance national comprehensive competitive potential and meet the needs of strategic goals,European countries have strived not only to establish the comparative complete system of laboratories and research institutions,but also to adjust and reform the management system and running mechanism.The investigation on the management system and running mechanism of national laboratories and research institutions in such European countries as United Kingdom,France and Germany was carried out.Some conclusions were summarized,in order to give some useful suggestion on promoting the development of our own national laboratories. |
