| 摘 要： | 足球彩票作为一种特殊的融资手段，在国外已有较为成功的运作经验。国外许多国家都发行足球彩票，并且已成为这些国家体育经费的主要来源。就国内外足球彩票的发展、管理模式、资金收入的分配和使用情况进行了分析和比较，同时对我国足球彩票业的发展提出建议。

| Abstract: | Soccer lottery, a special means of absorbing capital, has gained successful experience abroad. Some countries issue soccer lottery, and revenue of soccer lottery is a major source of sports funds in a country. In this paper, by using document research,comparison research and logic research,the author depicts the development, management model, allocation of soccer lottery; compared with our country.Meantime, the author puts forward some suggestion for developing soccer lottery. |
