| 摘 要： | 农村公共产品供给严重短缺与滞后于城镇地区，导致农村社会事业发展滞后，城乡差距不断扩大。农村居民相对贫困化程度加深，严重威胁着农村经济的持续快速发展，制约着新农村建设和阻碍城乡统筹发展。本文比较了目前城乡基础设施、城乡居民教育资源、卫生资源和社会保障等公共产品供给方面的差距，分析了农村公共产品供给严重短缺与滞后的历史、现实与制度方面的原因．构建了促进城乡统筹发展城乡一体的公共产品供给体系。包括：树立公共产品城乡一体化供给的科学发展观念；引入市场机制，构建多元化的农村公共产品供给主体；破除“二元”结构，建立城乡统筹均等化的公共产品供给制度；提高农民组织化程度，建立健全农村公共产品供给决策机制。

| Abstract: | The serious shortage of the supply of rural public products and their lagging behind the urban areas has resulted in the development stagnancy of the social undertakings in rural areas and the ever-increasing gap between urban and rural areas. The deepening of the relative poverty of rural residents has posed a serious threat to the continuous and rapid development of the rural economy and restricted the construction of the new countryside and impeded the coordinated development in urban and rural areas. The article makes a comparison of the gap between the supply of public products in urban and rural areas such as infrastructure, residents＇ education resources, health resources and social guarantee, analyzes from the perspective of history, reality and system the reason causing the serious shortage of the supply of rural public products and their lagging behind the urban areas, and develops a supply system of public products to promote the coordinated development in urban and rural areas, which includes： 1） set up the scientific development idea of supplying public products both in urban and rural areas; 2） introduce the market mechanism and establish suppliers for diversified rural public products; 3） eliminate the dual structure and establish the system of equally supplying public products both in urban and rural areas; 4） better organize farmers＇ access to the market as well as establish and improve the decision-making mechanism of supplying public products in rural areas |
