| 摘 要： | WTO的运行基础是市场经济 ,WTO的运行规则具有国际法的约束力 ,加入 WTO,我国政府在公共管理和公共政策方面面临诸多的选择。在现代市场经济中 ,政府已成为不可或缺的经济主体 ,但政府干预必须符合加入 WTO后经济运行的客观要求。这就要做到 :从“行政”的管理走向“服务”的管理 ;从旧规则的守护者 ,走向新规则的创立者 ;政府要成为“产、研、学”技术创新体制的支持者、推动者 ,国家经济安全的维护者。政府的经济职能定位应是 :服务角色、经营角色、社会角色、卫士角色。

| Abstract: | The market economy is the running basis of WTO. Participating in WTO, Our govenment has many choices in public administration and public policy. Today, the government has become the indispensible major part of the economy. But its intervening also should conform to the objective requirement of the ecomomy's running. To achieve this. The government should change from the management of "administration",and the defender of the old rules to the management of "service" and creator of the new rules. It should become the supporter and propeller of new system and the defender of the country's economic safety. So, the oritentation of the government is: the serving part,managing part, social part and bodyguard part. |
