| 摘 要： | 英国"创新国家"战略的实施,要求本国高校的科研发展方式由资源型转变为创新型。为提升科研创新水平,英国深化科研评估制度改革,实施全新的卓越科研框架(REF)评估,在评估的内容、组织和技术方面展现出新的特点。借鉴REF评估,我国科研质量管理应将进一步确立权威、规范系统内外的关系并保证多方利益相关者的有效参与。

| Abstract: | British “innovation country” strategy,asks for domestic colleges and universities choosing innov-ative research development way. To enhance the level of scientific research , UK government deeply reforms of research evaluation system and the implementation of new Research Excellence Framework （REF）,in terms of evaluation content,organization,and technology showing new characteristics. Reference to REF ,assessment and research quality management in our country should be further established authority , standard system internal and external relations and ensure the effective participation of various stakeholders. |
