| 摘 要： | 建设以西安为中心统筹科技资源改革示范基地,不仅有利于整合和提高陕西丰裕科技资源的利用效益,释放其强大的创新能量,而且有利于为全国统筹科技资源,建设创新型国家积累经验,探索新路。其建设要以体制机制创新为保障,强化政府调控和市场的协同作用;以军民结合促创新为突破口,充分发挥和利用区内军工科技资源;以实施区域重大科技创新工程为牵引,快速整合优化区域科技资源;以加强科技创新基地和科技资源平台建设为基础,为科技人力第一资源和科技财力保障资源等提供良好服务。
