| 摘 要： | 清朝初年,为了加强对黑龙江流域各民族的统治,抵御沙俄的侵略,清朝在宁古塔设立总管,康熙元年(1662)改称"镇守宁古塔等处将军"。宁古塔将军是清代黑龙江流域最早设立的军政长官。负责辖区的政治、军事经济、边防等各项事宜。宁古塔将军的设立,是黑龙江地方政权建设的重要开端。

| Abstract: | In the first few years of Qing Dynasty, in order to strengthen the rule of all the areas near Heilongjiang river basin and resist the aggression of the czar of Russia, Qing government established a new military system in Ningguta, we called it Ningguta General, who was not only a military general, but also the highest officer who managed local political matters. Until the year of Kangxi,the officer was renamed as ＂Governing Ningguta General＂. Ningguta General was the first military governor in Heilongjiang river basin, who was responsible for all the political and economical matters and border defense issues around the district. The establishment of the Ningguta governmental system was an important beginning of Heilongjiang local regime construction. |
