高校"双肩挑"管理模式的利弊分析及对策

摘    要:“双肩挑”是高校普遍存在的管理模式.高校“双肩挑”管理模式有其存在的积极因素,也有其突出弊端.当前,高校在创建自主办学的新体制中,应通过拓宽干部“下”的渠道、减少“双肩挑”比例、实行专职化、诸备培训干部、重视继续教育、建立利益机制等六方面来完善和改进“双肩挑”管理模式.

Abstract:"Carries on Both Shoulders"(it means a person bears teaching and executive job at the same time) is a popular management pattern in universities.Universities' "carries on both shoulders" management pattern has its advantages as well as its prominent disadvantages.Presently,under the new system of their independent running,universities should open up more channels for those executive staff to "step down",to reduce the proportion of "carries on both shoulders",to implement specialty,to reserve trained executive staff,to value continuing education,and to establish benefit mechanism,so as to improve and consummate "carries on both shoulders" management pattern.
