摘    要:专利资产利用率不足已成为共性难题,如何利用专利运营平台高效开展专利运营工作已成为企业专利工作的重点及难点。提炼专利运营平台建设关键要素并构建模型,能够助力企业创新成果转化,盘活存量专利资产。文章通过对现有专利运营平台功能特点的调研及运营实践的梳理,结合企业专利运营特点,利用集合论方法,提出企业专利运营平台建设五项关键要素及十四项二级要素,完成模型构建及参数提取,同时以中国电力科学研究院有限公司为例开展实证研究,完成专利运营平台试点构建,为企业突破专利运营瓶颈、建设专利运营平台提供理论参考及工具。

Empirical Study on Key Elements and Model Building of Enterprise Patent Operation Platform Construction
Abstract:The insufficient utilization of patent assets is a common problem facing the whole world, how to carry out patent operation efficiently has become the key point and difficulty of enterprise patent management. Refining the key elements and building a model for the construction of patent operation platform, can help enterprise to transform innovative achievements and revitalize their patent assets in stock. Through the research on the current situation of patent operation platform key elements and practice, combining patent operation characteristics of enterprises and collective methodology, refine five key elements and fourteen secondary elements of enterprise patent operation platform, and on this basis, finish the building of key element model and the extraction of parameter, at the same time, carry out empirical study by taking China Electric Power Research Institute as an example, complete the pilot construction of patent operation platform, provide theoretical reference and tools for enterprises to overcome the bottleneck of patent operation and build patent operation paltform.
