| 摘 要： | 农民工作为我国城镇化进程中出现的特殊群体，是社会不可忽视的重要组成部分，他们与当地居民对政府提供的公共服务具有相同的需求。然而，在各地方政府的操作中，实际对两者采取了差别对待，农民工无法享有和当地居民等同的公共服务，甚至在多数项目上尚处于空白状态。推进基本公共服务均等化是政府不可推卸的首要责任，它在基本公共服务均等化供给中处于主体地位、具有主导作用。

| Abstract: | Migrant workers is a special group appearing during the course of urbanization in our country and constitute an important component in our society. As the local residents they also need the public services provides by the government. However, in the operation of some local authorities, migrant workers and local residents are treated differently. The migrant workers are unable to enjoy the public services equately with the local residents, in some projects, they arent considered. It＇ s the most important responsibility of the government to advance the equalization in basic public services. in which it is in main - body position and play a leading role. |
