| 摘 要： | 农村义务教育政府投入不足的根本原因在于农村居民在公共决策过程中的弱势地位、决策主体的利益最大化以及利益集团之间的竞争。应完善公共财政职能，建立以中央和省级财政为主的投入机制，尽快使县、乡政府从义务教育的投入主体转变为执行主体，以实现义务教育在全国范围内的公平，促进我国的新农村建设。
