| 摘 要： | 基于环境保护和维护公共道德的考虑，WTO把与动物贸易有关的动物福利保护纳入了其规则体系。动物福利保护规则对WTO各成员的实验动物福利保护法律制度建设产生了一些影响。在对中国实验动物福利保护制度建设的必要性、建设的理论与现实基础进行全面分析的基础上，文章对建设的基本要求和基本措施进行了分析和探讨。
