| 摘 要： | 引文分析数据广泛应用于科学评价,使科技论文引文计量的缺陷开始逐渐显露出来。本文对引文计量的特点及其自身存在的不确定性进行了分析和阐述,并针对其不确定性及目前滥用引文计量的混乱,提出了对引文计量范围、计量方法及评价机构、评价系统的规范管理的建议。Abstract：Citation analysis data is widely used in scientific evaluation,which makes the deficiencies of citation calculation of scientific papers begin to emerge.In this paper,the characteristics of citation calculation and its existing uncertainty is expounded.In view of its uncertainty and the current confusion over the abuse of citation calculation,suggestions for standardized management of citation calculation range,calculation method,evaluation organization and evaluation system are proposed.
