| 摘 要： | 提高自主创新能力、建设创新型国家,是我国的一项长期战略。在创新型国家建设中如何发挥政府的作用问题,是学术界和各级政府部门共同关注的焦点问题。作者认为,政府是科技创新活动的组织者和服务者,政府在创新型国家建设中的作用应该是“科学有为”。自身定位准确、善于选择策略、政策工具恰当是评价政府“科学有为”的基本标准,而和谐创新生态的构建是政府“科学有为”的价值体现。

| Abstract: | It is a long-term strategy for our country to enhance its capability of independent innovation and build up an innova- tive country.How to exert the role of the government in the construction of the innovation of our country is a key issue of common concern both in the academic circle and in the government departments at all levels.The author maintains that the government is not only the organizer but also the servant of the scientific and innovative activities,and that the role of the government should be facilitating innovative achievements through scientific methods in the course of developing the country's innovation.Accurately locating itself,being good at choosing good tactics and having suitable policy means are the basic standards with which to judge whether or not the government succeeds in gaining achievements through scientific methods.On the other hand,the construction of the harmonious and innovative way of life embodies the value of promotion of achievements through scientific methods by the government. |
