| 摘 要： | 制定正确的目标定位与科学的发展战略是所有合并院校必须面对的重要课题，也是已经走过磨合阶段的地方合并高校实现实质性融合与跨越式发展的关键环节。本就如何以科学发展观为指导，坚持适度、创新、特色原则，科学合理地确定地方合并高校的发展目标与战略重点进行了探讨。

On the basis of explaining scientific development concept of higher education, this paper studies how to instruct local amalgamated university to make correct orientation and development strategy by using the Scientific Development Concept. |
