| 摘 要： | 1978年以后，计划经济逐渐被商品经济所代替，预算外资金的规模得以迅速扩大，但财政体制的改革没有跟上经济体制改革的步伐，日渐庞大的预算外资金确置于人大及其常委会的监督之外。各级人民代表大会及常务委员会作为国家权力机关，对预算外资金享有监督权，并且需要从完善法律体系、完善监督网络及加强监督实效几方面入手来完善其监督权，这样才能使用国家权力机关对预算外资金管理使用的监督收到好的效果。

| Abstract: | As state authorities,all levels of People's Congress and Standing Committee have rights to supervise extrabudgetary funds.Also,they need to perfect supervision rights from aspects of improving the legal system and supervision network and enhancing supervision effects so as to better supervision effects. |
