四论中国国家创新体系的有机构成——知识基础设施与管理工程建设

摘    要:从国家创新体系的起源及发展研究入手,结合中国国情,提出了中国国家创新体系的有机构成为:知识创新系统+技术创新系统+体制与制度创新系统+观念与文化系统+知识基础设施与管理工程系统,相互联系,相互作用,相互影响,互补联动,从而成为中国发展知识经济的引擎。从中国国家创新体系的有机构成中可以发展,其中关键的一环:“知识基础设施与管理工程”的未建设,它将直接影响着“信息化带动工业化”目标的实现。在21世纪初,组织和实施“基础设施与管理工程”已刻不容缓。

Abstract:In light with the origin and development of state innovation system and by considering national conditions, this paper holds that the organic compositions of China's state innovation system should be: Knowledge innovation system technical innovation system system and institutional innovation system concept and cultural system knowledge infrastructure and management engineering system. They should be mutually linked, interactive, and mutually connected so as to become emgine for developing knowledge economy in China. Viewing the organic composition of China's innovation system one can find that the key point is that Knowledge Infrastructure and Management Engineering has not yet been establish which will directly affect the realization of the goal of informationalization driven industrialization. At the beginning of the 21st century, the task of organizing and implementing Knowledge Infrastructure and Management Engineering has become a pressing issue.
