摘    要:运用微生物资源循环技术形成食品-餐饮-饲料-养殖-种植-食品的生态农业城乡大循环,具有增产增收、节能减排、经济可行的特点,既彻底解决了有机废弃物处理的出路问题,又推动了都市型农业的绿色发展之路,同时为二氧化碳减排、农业面源污染治理、食品安全保障提供多方位技术支撑,开创了从源头促进农业节能减排的新模式。建议由政府牵头、多部门联合,采取“整合资源、城乡互动、政策扶持、行政制衡”的方略,形成多元投资支持机制,完善分类集中收运机制,建立农业生态补偿机制,给与鼎力支持.加大推进力度。

Abstract:After using the microbial resources recycling technology, we can form the grand recycle of food -catering-fodder-culture-cultivation-food of ecological agriculture between the urban and rural areas, which could be with the characteristics of a production increase, energy-saving, emission reduction, economically viable. These will not only completely solve the issue of the treatment of organic waste, and promoting development of urban agriculture, as well as providing to multi-directional technical support for carbon dioxide emission reduction, agricultural source pollution control, food safety and security , and creating the new model of the promotion of agricultural energy-saving and emission reduction from the source. The article proposes that the government should take the lead, and the multi-joint of government departments, taking the strategy of "integration of resources, urban and rural interaction, policy support, administrative checks and balances" ,formatting multi-investment mechanism and improving the classification mechanisms of focus on landing and delivering, establishing compensation mechanism of agro-ecological, giving full support to promote it.
