| 摘 要： | 城乡统筹的关键在于城市化的进程,而城市化进程取决于在城市中就业的农民工转化为市民的速度。2008年底大量农民工返乡的现象说明,制约农村剩余劳动力向传统农业以外的产业转移的主要因素不是户籍制度而是农民工的社会保障是否健全。对于该问题的解决应该是秉持一个健全的社保体系的价值取向,立足现实,逐渐完善土地流转制度,充分发挥社会民间组织的作用,建立农民工就业保障制度,为最终统一的社保体系的推行营造有利的环境。

| Abstract: | The decisive factor of the co-ordination of the city and the countryside is the progress of urbanization,which is in turn decided by the speed at which the peasant workers turn into urban residents.The phenomenon that a large number of peasant workers went back to the countryside at the end of 2008 shows that the element to hinder the extra labor force from flowing into the other industries besides agriculture is not the census register system,but the social security system.To solve this problem,it is required that a proper value orientation for the social security system should be set,land transferring system should be perfected,and the function of those non-governmental organizations should be given a full play,so as to set up the employment security system for those peasant workers. |
