| 摘 要： | 采用文献资料和理论分析等方法,运用社会学、教育学、经济学和体育学等理论,对我国高校体育公共服务的时代背景和实施原则进行研究.从完善全民健身服务体系是新时期我国体育发展的重点、社会体育资源短缺成为制约我国全民健身的重要因素、学校体育设施与社会共享是政策法规精神的具体要求和为社会提供公共服务是我国高等学校应尽的基本职责等环节,阐明了我国高校体育公共服务的时代背景；强调并解析了我国高校体育公共服务应坚持高校自身的主导性原则、服务性质的公益性原则、服务过程的教育性原则、服务范围的广泛性原则和资源利用的效率性原则.旨在提升高校体育公共服务意识,指导高校切实做好体育公共服务工作.

| Abstract: | By using the literature material and theoretical analysis,the paper,based on the theories in sociology,pedagogy,economics and sports science,researches the time background and implementing principles of sports public service at colleges in China.The paper clarifies the time background of public sports service at colleges in China from the following aspects: 1.It is the keypoint for the development of sports in the new era to perfect the service system of the national fitness program.2.The shortage of social sports resources has become the most important restricting factor in the national fitness program.3.The sharing of school sports facilities with society is the specific requirement of the spirit of regulations and policies.4.It is the obligation of colleges to provide public services to society.The paper also emphasizes and analyzes the following principles Chinese colleges should stick to when provding public sports services: the dominancy of colleges themselves,the commonweal with service nature,the education in the service process,the wide coverage of the services and the efficiency in utilizing resources.The purpose of all these is to improve the consciousness of sports public services on the part of colleges and guide them in their effective services. |
