| 摘 要： | 数字图书馆的建设由于资金限制等原因,建设的步伐不尽如人意.由政府牵头,通过与网络运营商的合作,充分发挥网络运营商在资源、技术、规模采购等方面的优势,合作建设数字图书馆的模式应大力提倡.这样不仅可以节约大量的建设资金,减少运行费用,获得更好的运行质量;通过摊销建设成本的方式还能降低政府财政压力,加快数字图书馆的建设步伐.

| Abstract: | Due to the financial constraints and other factors, the pace of constructing digital library is not entirely satisfied. Led by the government through cooperation with the network co-operators, making full use of the advantages in resources, technology and the scale purchase of the network co-operators, the model of jointly building digital libraries should be forcefully encouraged . Only by doing this, can a great amount of construction funds be saved, operation costs be reduced, and operating quality be also bettered. The results of the reduction of the government financial pressure and the quickening construction of the digital library can be both achieved. |
