| 摘 要： | 我国传统社会的统治者通过促进乡镇社会系统内各个子系内部诸要素的联系，保持各子系统内部的稳定以及各个子系统相互之间的平衡，克服了小农经济的分散性，在世界的东方建立起一个接一个强大的、疆域广阔的封建王朝。但由于过于强调系统内部的平衡与稳定，社会被封闭起来，新生事物的生长受到抑制，最终导致了社会发展的停滞。今天，我们创新乡镇的社会管理要从中吸取经验教训，通过完善社会主义市场经济、健全社会主义民主法制和践行社会主义核心价值观，促进乡镇社会子系统内部诸要素以及子系统相互之间的良性互动，把社会系统的稳定建立在持续发展的基础之上。

| Abstract: | The feudal rulers maintained the connection and balance within each subsystem , and between each subsystem to overcome the dispersivity of the small -scale peasant economy .They set up one after another powerful feudal dynasty in the east of the world .However , due to the excessive emphasis on internal balance , the feudal rulers secluded the country from the outside world , restrained the growth of the new social factors .These actions eventually led to the stagnation of the development of society .At present , in order to innovate the social management in villages and towns , we should learn lessons from the past , perfect the socialist market economy , improve the socialist democracy and legal system , practice the socialist core value , promote the benign interaction between the subsystem and its elements in villages and towns , and establish a stable social system based on the sustainable development . |
