| 摘 要： | 调查情况和分析说明,地市高校发展的制约因素,首位是经费问题,第二位是体制问题.因此,地市高校发展必须审视我国高等教育的政治推力、地方经济支撑力、人口张力等因素,力避数量增长失度;地市高校投资体制,既要有统一性和规范性的省市共建的基本规定,又应有各级政府按不同比例分担教育事业经费的具体办法;地市高校发展还须有良好的社会环境基础,其本身亦需将服务地方经济社会作为不可推卸的时代责任和历史使命.
