| 摘 要： | 采用数据包络分析方法,从规模效率、纯技术效率和综合效率3个角度对北京地区40家小企业创业基地的运营效率进行评价。研究结果显示:40家小企业创业基地的运营效率良好,但基地间运营效率存在明显差异,其中高效型创业基地15家、规模低效型创业基地17家、配置低效型创业基地8家。资源配置不合理和规模不经济是导致基地运营效率低下的主要因素。从提高基地的资源配置、调整规模水平、优化服务内容方面提出建议。

The Research on the Operating Efficiency Difference among Small Enterprise Entrepreneurial Bases |

| Abstract: | This paper uses DEA analysis method to estimate the combined efficiency, pure technical efficiency and scale efficiency of 40 small enterprise entrepreneurial bases in Beijing. The results show as follows: the total efficiency of 40 small enterprise entrepreneurial bases are well, but they are obvious different. 15 small enterprise entrepreneurial bases are relatively total effective, but 17 are ineffective in scale and 8 are ineffective in resources allocation. Irrational allocation of resources and scale is the main factor leading to the low efficiency of base operation. Finally, it puts forward some improvement measures such as more rational resources allocation, scale level adjustment, service content optimization. |
