摘    要:通过分析科研院所科技成果转化的现状、特点以及其他对科技成果转化的研究成果,结合多目标评价方法,从内部资源条件、科研投入、科研产出和宏观环境认知等4个维度建立评价指标体系,采用模糊层次分析法和专家打分对各层指标进行权重设定,采用灰色评价法建立模型,在分析科技成果转化影响因素的基础上,结合科研院所现状,对其转化能力进行多目标综合性评价,找出制约科研院所科技成果转化的深层原因,提高科技成果转化效率。

Research on Multi-Objective Evaluation of the ability of Scientific and Technological Achievements Transformation for the Research Institutes
Abstract:The present situation and characteristics of scientific and technological achievements transformation of the research institutes and some research achievements of scientific and technological achievements transformation from other researchers were analyzed. In combination with ideas and methods of multi-objective evaluation, the evaluation system has been built from four dimensions, such as internal resources, R D investment, R D output and the awareness of the macroeconomic environment. Fuzzy Analytic Hierarchy Process (FAHP) and Expert Scoring Method were used to setup the index weight; Grey Evaluation Method was used to setup multi-objective evaluation model. Based on the analyzation of influence factors of scientific and technological achievements transformation, the ability of scientific and technological achievements transformation of the research institutes was comprehensively evaluated and the deeply impact factors were found out to enhance the efficiency and effectiveness of scientific and technological achievements transformation.
