| 摘 要： | 城市贫困问题是辽宁省构建和谐社会,实施沿海经济带战略需要解决的一个重要问题。辽宁老工业基地的国有企业改革及经济体制转轨导致了大量新失业群体出现。近年,辽宁省城市的贫困呈现出扩大化、深刻化的趋势。在充分认识其现状的基础上,以民营企业为重点拓宽扶贫资金渠道、重视民生建设、加大扶持开发支持性就业项目是今后辽宁省城市扶贫开发的重要途径。
