| 摘 要： | 西方协商民主起源于西方民主政治，它吸收了西方民主的历史成果，并努力克服其局限性。西方协商民主是对传统民主理论的批判与继承，也是在新的时代背景下产生的一种新的民主实践形式。

Western deliberative democracy is the criticism and inheritance of traditional democracg and also a new form of democracy and the practice against the new background. |
