| 摘 要： | 新常态下,中国应当如何实施"万众创业,大众创新"以促进经济持续稳定的发展,值得深入思考。以复杂适应系统理论为基础,选取巴西、日本和美国作为研究对象,基于定性的创新创业复杂适应系统模型与定量的创新创业复合系统协调度模型,利用2005—2013年的面板数据,探讨了典型国家的创新创业发展模式。发现巴西、日本和美国分别具有"创业驱动"、"创新驱动"以及"创新创业协同"的3种发展模式。同时指出,巴西的产业结构失衡、日本的大企业大财阀垄断、美国的创新创业复合政策及创新型创业集群作为影响创新创业协同的联动因素是导致各国成败的关键。在此基础上,进一步提出了优化产业结构、合理分配创新资源、制定创新创业复合政策以及建设创新型创业集群等4条对中国的启示。

| Abstract: | In the New Normal Economy, one of critically important research issues is how to implement the strate-gic concept of mass entrepreneurship and innovation to propel the economic sustainable development in China. This paper considers the Complex Adaptive System (CAS) as research basis and selects Brazil, Japan, and US as research objects, tests the data from 2005 to 2013 by the coordination measurement model of composite system, and uses the innovation and entrepreneurship synergetic development model to analyze the development pattern of innovation and entrepreneurship in typical countries. Authors indicate that Brazil, Japan, and U.S. have different de-velopment patterns including 'Entrepreneurship Drive', 'Innovation Drive', and 'Innovation & Entrepreneurship Syner-getic Drive' respectively. Especially, the current paper points out that the unbalanced industrial structure in Brazil, the big group monopoly in Japan, as well as the integrated policies of innovation and entrepreneurship and innova-tive entrepreneurial clusters in US are the main reasons of economic failure or success of these countries. Based on this, current research further proposes that China should optimize industrial structure, allocate resources appropri-ately, set integrated policies of innovation and entrepreneurship, and construct innovative industrial clusters to pro-pel economic development. |
