摘    要:基于公共产品理论,从制度分析角度入手,通过制度绩效模型对竞技体育服务产品性质进行界定,认为以"奥运争光"为目标的竞技体育服务产品应由政府提供,在供给中更重视它的社会效应,而以获取经济收益为目标的竞技体育服务产品应由市场供给。在此基础上探讨政府竞技体育管理的职能,合理定位我国竞技体育管理职能。
