| Abstract: | With the coming of information age, governments all over the world are confronted with even more serious challenges. This is especially the case when such urgencies as flood, fire, terrorist attacks, SARS and swine flu should appear frequently, It is therefore pressing for governments to unfold its information in time to enhance government transparency and reaction capabilities. The construction of government information unfolding system has become the core of government reforms at all levels. |
