| 摘 要： | 建设社会主义和谐社会是一个系统工程，涉及到政治、经济、社会和文化以及人与自然、人与人之间的协调。建设和谐社会，不仅需要政府的积极努力，还需要大力发展以民间组织为主体的公民社会建设，有效发挥其社会性、公益性和服务性的职能，为和谐社会建设贡献力量。

| Abstract: | The current development of our country enters crucial period,and reform enters to assault fortified positions stage. Along with the fast economic development and the main diversification of benefit, various contradictions are stressed increasingly. Solving these contradictions and problems and building socialist harmonious society need not only the function of government but also the develop ment of nongovernmental organization vigorously and actively with great efforts to efficiently develop its sociality, public welfare and service, contribute strength to harmonious social construction. |
