苏州市“50+”外来务工者社会保护研究

摘    要:随着经济社会结构不断转型,劳动力的结构也有所改变,劳动力老龄化成为长期趋势。距离20世纪80年代的"民工潮"过去三十多年,第一代农民工逐渐步入50多岁的年龄段,这一年龄阶段的外来务工者成为城市中不可忽视的群体。选取苏州市作为研究样本,调查发现苏州市50岁以上外来务工者存在社会保险可及性低,健康保护缺失,住房质量差,工作时间长、收入低、流动性强,城市融入感差等问题,建议政府保障其社会保险权益,增强医疗卫生服务的可及性;企业提供完善的劳动保护;社会组织在政策宣传、情感支持等方面促进其社会融入,以此构建完备的社会支持网络。

Abstract:With the transformation of the economic and social structures,the structures of the labor force have also changed.The aging of the labor force has become a long-term trend.Thirty years have passed since the‘Migrant Worker Tide’of the 1980 s,and the first generation of migrant workers has gradually entered the age of 50.Migrant workers at this age have become a group that cannot be ignored in cities.Suzhou was selected as the research sample.The survey found that migrant workers over 50 years old in Suzhou have low access to social insurance,lack of health protection,poor housing,long working hours,low income,strong mobility,and poor urban fitting-in.It is suggested that the government protect their social insurance rights and improve the accessibility of medical and health services,Companies provide comprehensive labor protection,social organizations promote their social fitting-in via policy publicity and emotional support,etc.,so as to build a complete social support network.
