| 摘 要： | 根植于改革开放和社会主义现代化建设深厚沃土上的邓小平政策思想,具有高瞻远瞩的战略性、旗帜鲜明的务实性和情真意切的民本性的时代特征。其内涵十分丰富：正确的政策是社会主义现代化建设的重要保证;政策制定要从实际出发,坚持从群众中来到群众中去,坚持民主化和科学化;政策执行要坚持原则性与灵活性相结合,坚持维护中央权威与保护地方自主权相统一。
