| 摘 要： | 我国在实施可持续发展战略的过程中,资源短缺和环境污染问题日趋凸现,并成为制约中国经济增长的主要"瓶颈",所以在党的十六大报告中提出了走新型工业化道路。在现实资源环境约束条件下,走新型工业化道路是我国可持续发展战略的必然选择,是建立资源节约型和环境友好型社会的现实需求。现代的工业化是一个效率至上的国际化、全球化的市场竞争过程,中国工业增长的资源与环境约束,本质上是西方工业技术路线与中国自然资源禀赋之间的差距。因此,中国的新型工业化道路必然是注重生态建设和环境保护、节约使用自然资源、实现人与自然和谐共存的可持续发展的工业化道路。发展循环经济是走新型工业化道路的有效途径,可持续发展的经济政策是新型工业化道路的制度保障。实施新型工业化是一个长期的系统工程,只有在资源利用、环境保护和工业税收价格等方面制定一系列相关法律和政策,才能达到预期的理想结果。

| Abstract: | Resource shortage and environmental pollution have become a serious problem in the China's sustainable development process and becoming the "bottleneck" of the economy growth.Hence a new pattern of industrialization is put forward at the 16th National Congress of Communist Party of China.With the current restriction of resources and environment,it is necessary to adopt the strategy of new pattern.The new pattern can meet the requirement to establish energy-efficient and environment-friendly society.The modern industrialization is the process of international and global market competition which focuses on the efficiency,the essential of recourse and environmental restrains during industrialism is the difference between the technology of western country and natural recourse gift of china.Therefore,the new pattern must be a sustainable industrial way which pays attention to ecological and environmental protection, natural resources' saving,harmony between human and nature.The economic policies of sustainable development are the institutional guarantee for the new pattern,while the mode of recycling economy is the efficient way.The practice is going to be a long-term and systematic program,a perfect attainment of which requires a series of laws and policies for resource uses,environmental protection and industrial tax price. |
