| 摘 要： | 武汉市成立城市管理局和城市管理执法局，由城市管理执法局统一行使以前由七大部门共同行使的行政处罚权，引起了我对于我国地方政府进行“大部制”改革的力场的思考。我国地方政府进行“大部制”改革的过程中，存在着锐意进取的地方政府领导集体、政治体制、编制和财政的压力、地方政府机构严重的职能交叉等方面的动力，也存在着职责同构、部门利益、代理缺位、机构磨合等方面的阻力。这些动力和阻力之间相互影响、相互作用，共同形成了我国地方政府进行“大部制”改革的力场。在我国地方政府进行“大部制”改革的过程中，动力是主要的，即我国地方政府进行“大部制”改革的力场总体来说是推动我国“大部制”改革的进程的。
