| 摘 要： | 针对欧盟竞争规则的现代化政策在航运业中的体现和发展使欧盟航运竞争规则发生重大变化的情况,对航运市场普遍存在的各种经营合作协议、欧盟理事会取消班轮公会反垄断豁免以及欧盟委员会颁布指导规则解决一般竞争规则适用于航运服务业的问题进行探讨.联营体规则和新指导规则共同构成新世纪欧盟航运竞争基本规则,新规则将对航运市场竞争、进出口贸易以及航运立法产生重大影响.

| Abstract: | In view of the embodiment and new development that modernized EU competition rule policy in shipping industry causes the EU shipping competition regulation to have significant changes, the issues such as a variety of operating cooperation agreements in shipping industries, repealing the exemption of antitrust of line conference by EU Council, publishing the guidelines on the application of the EC Treaty to shipping services by EU Commission, are discussed. EU shipping competition rule will mainly be composed of the rule of Consortia and the Guidelines. It will bring out far reaching influence on shipping market competition, international trade and shipping legislation. |
