| 摘 要： | 在高等教育领域推行治理 ,已成为许多国家高等教育改革追求的目标。高等教育的治理 ,首先意味着政府的角色或功能将发生重大变化 ,政府不再是高等教育产品的惟一提供者 ,政府对高校的管理由“政府控制模式”向“政府监督模式”转变 ,在资源配置方面 ,将更多地引入市场机制 ,政府、学校和社会之间存在着权力的依赖和互动 ,它们之间的关系将发生重组。高等教育治理的基本特征是非国营化、去中心、自治和市场化

| Abstract: | Regulation in higher education comes to the aim of many countries in higher education reform. It above all means that the role or function of the government will have great changes. The government will forsake it monoply in higher education. Its management model will shift accordingly from "state control model" to "state supervision model". The market will play a greater role in arrangement of resources. Relations among government, higher education institutions and society will be reconstructed as they depend on and interact with each other. The basic features of regulation in higher education are: denationalization, decentralization, autonomization, marketization. |
