| 摘 要： | 为寻找提升团体标准竞争力的途径,探索团体标准制定组织和参与标准制定单位两类主体的合作行为特点,在梳理团体标准制定相关方的基础上构建团体标准制定合作网络,通过全国团体标准信息平台获取相关数据,利用UCINET6软件进行分析,将团体标准制定组织与参与单位之间的合作模式划分为合作共进式、核心支撑式、独立发展式和项目推动式四类。研究发现:合作共进模式的组织和参与单位之间呈现出良性互动的关系,在我国团体标准网络结构上占据重要的位置,是目前我国信息与通信技术领域团体标准发展中更具优势的组织模式。

| Abstract: | As a way to improve the competitiveness of group standard,and to explore the characteristics of cooperation behavior of two kinds of subjects:group standard-setting organization and participating standard-setting unit,this paper constructs a cooperative network of group standard-setting on the basis of combing the relevant parties of group standard-setting,obtains relevant data through the National Group Standard Information Platform,and uses UCINET6 software for analysis,the cooperation mode between group standard-setting organizations and participating units is divided into four categories:cooperative advance mode,core support mode,independent development mode and project promotion mode.It is found that there is a positive interaction between the organizations and the participating units,which occupies an important position in the structure of the group standard network of China,and is a more advantageous organizational model in the development of the group standard in the field of information and communication technology in China. |
