| 摘 要： | 胡锦涛总书记提出了“不动摇、不懈怠、不折腾”的九字方针。贯彻“不动摇”方针就是要做到两个坚定不移：坚定不移地推进改革开放，坚定不移地走中国特色社会主义道路。贯彻“不懈怠”方针，就是要做到“两个永不”：永不僵化，永不停滞。贯彻“不折腾”方针，就是要统筹“两个大局”：统筹国际大局，统筹国内大局。

| Abstract: | Secretary-general HU Ji-tao put forward the nine-word principles "in no hesitation;in no laches;in no jactation".To carry out the principle "in hesitation" is to stick to the opening and reform policy and the Chinese-characterized socialist road.And the principle "in no laches" requires us two "nevers": never be fossilized and never stagnate.To stick to the principle "in no jactation" is to plan both international and domestic overall situations as a whole. |
