| Abstract: | Education is a kind of industry, which should be called intellectual industry. It has public nature product as well as private nature product; still has quasi public nature product and quasi private nature product. It is a new concept to take civilian run higher education and opening up it as an industry. He who can grasp the active right to open up the educational industry will be able to obtain the active right to exist and develop. |
