| 摘 要： | 小城镇建设是欠发达地区经济和社会发展的必由之路，经济文化发展水平的落后状态决定了这些地区的小城镇建设必须坚持行政推动和市场引导相结合的原则，以乡镇政府为建设的主体，走政府主导型的小城镇建设道路。
