| 摘 要： | 简要概述和总结当前国际上水平扫描的认识和进展，重点介绍英国、新加坡、荷兰等国家的水平扫描案例。分析我国决策咨询研究工作的现有基础，提出尽快建立我国国家水平扫描中心和健全完善我国决策咨询研究的纵横向网络体系的建议。

| Abstract: | On the review of concept and development of horizon scanning,the United Kingdom Foresight Project and Horizon Scanning Center,Singapore’s Risk Assessment and Horizon Scanning,and the Netherlands Horizon Scan Project are introduced and analyzed as case study of the new trends of horizon scanning.Finally,the paper puts forward some advices,such as setting up national center for horizon scanning,updating and improving our network on decision-making and consultative system as soon as possible,which should be carried out for our new information research work soon in the future. |
