| 摘 要： | 分析传统学术论文和开放存取论文现有评价方法的不足与困难之处;融合层次分析法和同行评议所具有的优势,提出开放存取论文评价的框架、流程以及具体实现方法。最后通过实验验证其评价效果,结果显示该方法的评价结果与文章的真实值相近。

| Abstract: | This paper analyzes the defects and difficulties in the evaluation on academic papers and open access papers. In order to solve these issues, blending the advantages of peer review and analysis hierarchy process (AHP), a new structure, procedure and method of evaluation is proposed. This new evaluation system is validated in a practical environment, and the result is similar to the true value of the paper. |
