| 摘 要： | 平等服务、知识自由、信息公平、民主政治、社会包容等，均应成为现代图书馆的基本理念。平等服务理念要求图书馆服务必须坚持无身份歧视原则和关爱弱势群体原则。知识自由理念要求图书馆应遵循用户自主选择原则和保守用户秘密的原则。信息公平理念要求图书馆最大限度地为读者消除身份障碍、经济障碍和空间距离障碍。民主政治理念要求图书馆充分发挥民主素养教育职能。社会包容理念要求图书馆减少或避免社会排斥，包括政治排斥、人格排斥、设施排斥和制度排斥。

| Abstract: | Equal services, intellectual freedom, information fairness, democracy and social inclusion should become the basic concept of the modern library. The concept of equal services requires that library services must adhere to the principle of non-identity discrimination and the principle of the care of vulnerable groups. The concept of intellectual freedom requires that the library should follow the requirements of library users’ selfchoice and the principle of keeping users’ secrets. The concept of information fairness requires that the library should maximally eliminate library users from the identity barriers, economic barriers and space obstacles. The concept of democracy demands that the library gives full play to the function of democratic literacy education. The concept of social inclusion requires that the library reduces or avoids social exclusion, including political exclusion, personal rejection, facilities exclusion and system exclusion. |
