| 摘 要： | 学科与专业建设是大学最基础的系统工程，西部地级城市新建地方大学在学科与专业建设方面存在的问题较多，学科实力不强，专业无特色。西部新建地方大学只有加强应用学科与应用型专业建设，才能有效提高办学质量与办学水平。

| Abstract: | The construction of subject and specialty is the most fundamental project of a university.And the newly built local universities in West China have encountered more problems than one in such construction,like weak strength and lack of specialty feature.Only when these universities strengthen the construction of practical subjects and specialties can they effectively improve their university-running quality and levels. |
