| 摘 要： | 实施和加强素质教育，培养适应社会发展和时代需求的人才，是提高中华民族素质的需要。本从实施素质教育的根本出发，论述了素质教育的基本涵义，分析了我国素质教育的现状，提出了实施素质教育、推动素质教育发展的基本思路。
